A stupid statute is not a stupid law, in my opinion laws are never stupid , they are rules that are just known. But a statute is a "rule" disguised as a law. Statutes can be good but are often stupid

EX: 2. If an elephant is left tied to a parking meter, the parking fee has to be paid just as it would for a vehicle.

3) If they didn't ban it people might freeze and then sue the city. (Who owns the lake in question, presumably.)
